Lengths are what performs, not the platform maximum. Every one of these placements will accept a longer file and almost none reward it.
Why re-laying beats scaling
A 9:16 ad squeezed into 4:5 loses the top and bottom of the frame, which is exactly where the hook headline and the call to action live. Exporting per placement means the subject stays framed and the text moves to a legal position for that ratio instead of being cropped out of one.
